Summary: Harry wants to keep the peace.
Harry washed Malfoy's bowl by hand at the kitchen sink. Using magic for such a simple task seemed downright lazy, plus it gave him time to think about the merits of hiring a house-elf. Mrs Malfoy may know where to inquire about it. Harry could suggest to Malfoy that he ask his mum for some recommendations. If they weren't bickering about chores, it would help keep the fragile peace between them.
In the meantime, Harry reckoned if he kept a steady supply of ice cream in the freezer, that would also go a long way towards having a harmonious home.
